Any ways, I think the issue is because of SIP UDP timeout, and CUBE tries for 6 times before CUCM tries to send to CUBE 1. You can configure the maximum retries in the sip-ua configuration, so that CUBE doesn't tries for 30 seconds before declaring it can't handle the call.
